This schema defines and validates an instance of an Investigating Agency within the context
of a Collision report document. The AgencyName can be redirected to accommodate agencies from
any jurisdiction. Currently, the AgencyName element is populated with a subset of agencies from Tennessee.

Investigating Agency ORI - Originating Agency Identifier.
Either a ReportingAgencyName or an ORI is required to be present on the MVC
report. The ORI is a nine-character identifier assigned by FBI Criminal
Justice Information Services (CJIS) staff to an agency which has met the
established qualifying criteria for ORI assignment to identify the agency in
transactions on the NCIC 2000 System.
